Key principles
The review and development of The FA Charter Standard League Programme will reflect the key principles of the overall Charter Standard brand:
It will build on what exists currently
It will be accessible and inclusive
It will be tiered and progressive, where relevant
Scheme criteria will be linked to the National Game Strategy
The review and development process will ensure engagement with all key relevant FA departments to enhance ownership of the brand
It should be a standard that people aspire to achieve
Quality assurance systems will be linked to The FA Monitoring and Evaluation framework.
The FA Charter Standard League Programme will help to:
• Target investment into a competition structure of 1,700 leagues
• Deliver an improved service and support structure for leagues
• Encourage, support and reward leagues that deliver the NGS
• Improve communication within clubs and leagues and between leagues and the CFA and FA
• Ensure succession planning for key voluntary roles within leagues
• Improve the existing negative perception of League Secretaries on the impact that The FA has made on the grass roots game
• Rationalise the existing league structures to create a comprehensive and effective competition structure, improving the quality and access for players from mini-soccer – youth – adult and vets football
• Grow football for under-represented groups – females, disabled people and ethnic minorities
• Improve efficiency within leagues and increase financial sustainability.

Merseyside has a total of 51 leagues affiliated to the CFA. In order to reach our target of 30% of our leagues achieving Charter Standard League Status we will be working with a minimum of 5 league per year for the duration of the NGS (4 years) to attain the award.
The Charter standard League Programme presents a fantastic opportunity for the CFA and FA nationally to direct investment and time into the people that want to make a difference and the structures that can make a difference.
The Football Development Team is currently working with the following leagues to achieve Charter Stanadard League Status.
- Liverpool Girls League
- St Helens
and
Rainhill League
- Bellevale junior Football League
- Merseyside and Halewod League
- Warrington Junior league
In order to achieve CS league status, leagues must meet a number of criteria and complete a development plan (in partnership with the CFA) that includes the following,
- Growth and Retention - Growing/sustaining the size of the league (including links to adult leagues, 9 v 9)
- Raising Standards (RESPECT, increasing number of CS clubs)
- Better Players (Coach Education)
- Running the game (Referees, fixture management)
The above will be supported by an agreed support package to be delivered in partnership with Liverpool County FA.

The Charter Standard League Programme is a fundamental enabler for the FA to deliver the targets of the National Game Strategy. The FA have secured significant investment that has been ringfenced to support the development of the programme.
